Nova Scotia is the seventh-most populous of Canada's provinces and territories with 921,727 residents as of 2011 and is the second-smallest province in land area at approximately . Nova Scotia's 60 incorporated municipalities are either upper-tier counties, which contains or lower-tier towns or municipal districts, or single-tier regional municipalities. Nova Scotia's 45 single-tier or lower-tier municipalities cover only of the territory's land mass, but are home to of its population. Nova Scotia has two levels of municipal government with the exception of former counties of Cape Breton, Halifax and Queens which were contiguous with the current single-tier regional municipalities of Cape Breton, Halifax, and Queens. The 15 counties cover all territory in Nova Scotia apart from the three aforementioned regional municipalities, and contain all lower-tier municipalities.
